I suspected as much, he hasn't been in this series much at all, that seems to be a pattern with The Bill, especially as they introduced D. I. Johnson a few episodes back.
Very sad to see Burnside go because he barely appeared when he returned in 98. I would love it if Burnside came back as DCI after the Beech saga because as iconic as Meadows was he shouldn’t have kept his post.
