My husband held top secret clearance for his military career. If he or anyone did this!, they would have been buried under Leavenworth. This was not a mistake, she knew the rules, especially re keeping her correspondence in the official records as secretary of state, and did it anyway. That she wasn't prosecuted says a lot about the criminal justice system when it comes to powerful people. NOBODY would have been able to get away with this except the very powerful.
