In this episode of the podcast, Sam Harris speaks with Fred Kaplan about the ever-present threat of nuclear war. They discuss the history of nuclear deterrence, U.S. first-strike policy, preventive war, limited nuclear war, tactical vs. strategic weapons, Trump’s beliefs about nuclear weapons, the details of command and control, and other topics.
Fred Kaplan is the national-security columnist for Slate and the author of five previous books, Dark Territory: The Secret History of Cyber War, The Insurgents: David Petraeus and the Plot to Change the American Way of War (a Pulitzer Prize finalist and New York Times bestseller), 1959, Daydream Believers, and The Wizards of Armageddon. His latest book is The Bomb: Presidents, Generals, and the Secret History of Nuclear War.

Reminds me of Dan Carlin's The Destroyer of Worlds from his hardcore history podcast. Dan describes nuclear weapons as the sword of Damocles hovering over humans. Dan also points out a change in generations where people from earlier decades were more aware of the dangers of nuclear wdapons as it was reported on constantly. Most people today don't even think about it and Dan beautifully described it and I paraphrase, "if you're born with a gun constantly pointed at your head, do you ever notice it?".

No single person should have sole authorization to call a nuclear strike, not even the president. We should be legislating a requirement for quorum consensus between a select group of political and military leaders before deciding to call a strike. I don't buy the "not enough time" argument. There are ways to delay retaliation and buy time with nuclear subs and whatnot.
@karagi101
@karagi101 4 года назад
Anthony Petrucci I agree. It should never be a single person’s decision. Unfortunately, the select group will all be relying on the same faulty information.
@Surfer8652
@Surfer8652 4 года назад
@@UsernameVincent Hmm, it's possible that the best action is no action if the trade-off is a policy that prevents an unhinged leader from unilaterally causing such mayhem during peacetime. But I'm perplexed how this scenario could exist in reality. Why would somebody launch a weaker first wave strike against you and give you a chance to retaliate? Why not launch as strong of a first wave strike as possible? A lot of the response to these scenarios is less about quick reaction and more about preparedness. I'm not a nuclear policy expert or game theoretician, but in my profession (IT, distributed database systems) disaster recovery is all about preparedness and getting your resources and protocols set up ahead of time so you can weather these sorts of events. That might mean deploying more nuclear subs and having more ground ICBMs spread out among more ally countries so you can retaliate easier, faster, and harder. It means having a more robust chain of succession for your nuclear strike decision committee, so if the president and 60% of the voting members get wiped out in the first strike then there's a clear succession for who gets to vote in their place, and those people are geographically separated from their successors and from each other. It means having redundant communication networks and a clear conviction protocol to determine when a voting member is truly dead or MIA and should be replaced by a successor. It's a complex engineering problem, but these things can be thought through and figured out instead of just granting all the power to one person as a lazy and dangerous solution to the problem. We put a lot of thought and effort into our legal/court system, our civic election system, our computer and banking systems, and we can certainly do the same for our nuclear strike system which is one of the most important systems of all.

I was 20 years old in 1983, and Stanislav Petrov saved my life .. I did not know he did. About 10-15 years later a Swedish military historian on the Nobel prize board (Peter Englund) wrote about this incident. I think he called the piece "the night we almost died". It was the first time I ever heard about Mr Petrov, and I am glad that Sam Harris spreads the story and its implications. It is almost a foundational story .. I rank Alexander the Great as the most important figure in history (above Caesar, Jesus and all the others) .. but perhaps Stanislav Petrov belongs there too. We are tip-toeing the edge.

Goddamnit, I don't need this. A month or more ago when I was laying in bed, I had a freak thought wondering what it would sound like if a nuke struck, and the blast started reverberating through the ground at supersonic speed, soon before the actual shockwave comes. I've had thoughts like that before, but for some reason this time some constraint really snapped in my imagination, and every night since then I've been sort anxiously imagining that almost every sound I heard could be the last thing I hear before I die, or at least before I have to crawl out of a pile of rubble, waiting to die from radiation poisoning. It got really silly, I kept having to ask myself "if it just sounds like a rumbly car or the rolling of a jet plane, then that's probably what it is. Even if I can't identify it, there are plenty of disconcerting noises I can't identify, none of which have been frigging atom bombs so far, I so have to remember that not knowing still probably does not mean nuke". But my imagination didn't care. It was pretty bad, almost comical anxiety for a while. I think it's getting better tho, assuming that listening to this podcast isn't gonna fuck it all up again. The only worry we need to have about nuclear war is how to work to prevent it, not worry about it happening on a personal level, cuz if it does, worrying isn't gonna do shit anyway, not at that point, so no need for that to ruin our lives if it doesn't happen/until it happens.
@tobiashagstrom4168
@tobiashagstrom4168 4 года назад
@@LawrenceVTexas I think you're saying it's more likely one would die from those things than a nuclear war. And that seems to statistically be true, so far. Because those are regular happenings, so their risk is somewhat predictable. What makes the prospect of a nuclear apocalypse different is that we have no stats on it happening before (outside of the bombings of Japan), but it also only needs to happen once for us to all be quite fucked. Think of it like this, there are more people alive right now than have died in all of previous human history. So if the nuclear crap hits the world-wide fan, atomic blasts and fallout radiation poisoning will probably quite quickly become the most common cause of all human death, even if we take the entire existance of the species combined. Appealing to historical statistics doesn't make sense when considering a prospect that could turn all previous statistics upside-down.

Neil DeGrasse Tyson said if you are going to die from an intercontinental ballistic missile you won't hear anything because they fly much MUCH faster than the speed of sound. It's good that he is finally covering this topic. After all... Countdown to Zero is an excellent documentary on the same topic, from which he seems to have pulled some of the scariest details in his introduction (including Stanislav Petrov, who should be revered for his sense of duty... to ALL LIFE ON EARTH). Countdown to Zero released a decade ago (2010). Where is WWIII most likely to start? In India and Pakistan. Who, by themselves, can cause nuclear winter for the whole planet. But those countries have allies in NATO, SEATO, and WP. The U.S. and France (1st and 3rd largest nuclear arsenal) are India's allies. Russia and China (2nd and 4th largest nuclear arsenal) are Pakistan's allies. With so little time to decide, most strategic defense follows a simple, but terrifying logic: full retaliatory launch on ALL enemies upon launch detection from ANY enemy... without determining trajectory or intent. Those determinations take time. And, Multiple Re-entry Vehicles deliver their thermonuclear payload in 30 minutes or LESS. The MOST time to decide is 30 minutes. Many weapons reach their target 5 minutes after launch. They won't be detected until 1-2 minutes AFTER launch; 3 minutes warning. So... what's the good news? What can I do with with 3 minutes warning? I can boil an egg. :-)

The top guy in the US is dealing with strongmen in high places in the Korean republic and Russia. The guy knows how to deal with these people, this discussion annoyed me a bit because there is a failure to understand the people involved. There is only one way to make certain of removing the threat, and that action has basically been taken. People should really be more appreciative of that, but of course no-one is going to be.

I've gotten to the (first) point when they discuss the Petrov incident. Neither has mentioned that it was a scientific mission, about which Moscow had been notified; to prevent such a misapprehension. But, Moscow failed to notify Soviet Air Defense. Is it possible they were testing there own air defense? Or did they honestly drop the ball? The way this story is told in Countdown to Zero, not only should Petrov have passed on the information, he had the authority to order all Soviet ICBMs fueled and ready to launch... Soviet Strategic Bombers scrambled... and Soviet Typhoons to their launch positions off the coast of their targets. He only lacked the OFFICIAL authority to retaliate... but, could have launched independently of Soviet High Command (like "Wing Attack Plan R" from Dr. Strangelove). He chose to do NONE of that.

I think about nuclear war all the time. Before even listening to the episode, someone like Elon Musk could probably start it as a rogue actor given that he has access to a lot of rockets, plus the "Norwegian rocket incident of 1995" Rockets + autonomous ships to deploy them = fake attack = real retaliation. I consume as much content on "nuclear" as possible. Curious Droid has a lot of good videos, as does Scott Manley, as do a lot of other youtubers, learning how the bomb works is endlessly fascinating.

Redundancy is not thoughtlessness, it's the complete opposite and you absolutely want to cripple an opponent's resources. You need multiple missiles per target, because any number of them could be intercepted/shot down. You have to overwhelm missile defense. The more effective missile defense is, the less secure M.A.D. is. If nuclear armed enemies feel they have an opening or the advantage, there is a likelihood that they will take it. Which is partly why missile defense technology has been limited by treaties.

The quantity of nuclear weapons was talked about, but one of the reasons you may want a lot was not. At least in modern times, we have advanced missile defenses. I would hope that as much is being spent on defense, as offense. And that the USA, Russia and Europe have defense systems which can take out dozens or even hundreds of incoming missiles. So if a country wants nukes, the reason they may have hundreds or thousands is because they want to overwhelm the missile defense of the target country.
@tyrred
@tyrred 4 года назад
In theory, "the USA, Russia and Europe have defense systems which can take out dozens or even hundreds of incoming missiles" but not in testing. Missile defense is always a shell game. Just throw more shells. That's why an effective ABM has never become operational. Good thing STAR WARS was invented to bankrupt the Soviet union instead.
