Tying horses front legs together is called hobbling. It is done for various reasons but one of them is to basically stop them running away if they are in open. Allows them to graze but not go to far.

Top tip, don't touch a horse around its lips nose or mouth. That is why they go nuts, you either make it angry or turn it on. Both and you need a new love spot zone designation. You should really only pat them on the side of the neck whilst standing at the side of them.
