It's the same concept as buttermilk. It isn't actually made of butter, but rather the leftover cultured liquid after the cream that is converted into butter is removed from the original milk. Just like the cocoa butter, it has it's uses so it doesn't go to waste. Such as American buttermilk biscuits for a more tangy taste, as a marinade for chicken before you fry it, or even in dairy based salad dressings.
But chocolate comes from the inside of a cocoa bean and the white stuff is inside so technically its considered chocolate but just not the same parts that were used to
Its not chocolate, chocolate is an emulsion of cacao powder, cacao butter and sugar, thats the definition of chocolate Or else as an example, you could say everything made out of strawberries is jelly, doesnt matter what it is

But if white chocolate requires materials made from cacao beans and cocoa butter IS from a cacao bean...then it IS chocolate, just made from the leftover liquid of the bean, not the roasted beans. You still have to make both from a cacao bean?
Technically you also need cocoa butter with cocoa powder, 90% of chocolate doesn’t have the butter. The chocolate with the butter is proven to enhance brain functions :3

I’m not the biggest fan of white chocolate because it tends to make me full really quickly, but I love it when it has other things in it. Like the cookies and cream hershey bars. Those are amazing.
