Some education A birth certificate is a state document. It is a copy of the birth record kept in the population register of the country. Tearing up the copy DOES NOT CHANGE the record kept by the registrar general. However, it is a criminal act to deliberately destroy a state document. So the man who tore up the birth certificate achieved absolutely nothing except make himself a criminal. The child can simply go and get another copy at the registrar general's office. What is on record is not changed by the destruction of a copy. The way forward here is to take the DNA results and a copy of the old record (as evidence) and make an application to the High Court for an order to have the population register changed and another copy (birth certificate) issued.
