Almost everything the Joker says is a lie. For example he says he doesn't make plans, but obviously his crime sprees are meticulously planned to push Gotham city further and further into chaos.

See, when I first watched the film in 2008 this was the scene that made me realise how terrible the situation was for these people: why would anyone want to continue living in a city like this? It's totally understandable why they would want to get out as quickly as possible. When you watch the Joker take over tv programmes in the 90s animated show for instance you still go 'oh he's just doing his shtick again' but when you actually have that play out in a live action film it imparts a feeling of dread.
