I do not believe that Rockstar "forgot" to fix this detail: most interiors in the 3D Universe (which covers all games from _Grand Theft Auto III_ to _Grand Theft Auto: Vice City Stories)_ were spawned very high in the air, above the altitude ceiling of aircraft, and beyond the draw distance even at said altitude ceiling; and when the player enters the corona at the entrance to an interior, they are actually teleported to the interior render in the sky of the building they are entering. In some interiors (most notably the majority of interiors in _Grand Theft Auto: San Andreas),_ duplicates of the streets surrounding the interior that would be visible through the interior's windows are also rendered to improve the illusion that the player is actually inside the building they entered. The building itself is usually not textured inside, which can be seen in this video.
@@iFpsNick I believe that it is actually possible to see the texture renders of interiors in the open world if noclip and flying is enabled, and the player ascends past the altitude ceiling and knows where to look. I believe that there is a certain location in the skybox where the renders appear, though I am not certain where it is.
