Generally, everyone is worse off, and the people usually have to unite under some figure or governing body to create a structure, not for any superficial reason, but for survival necessities and to organize the policies for competitive markets and jobs. The French Revolution was a culmination of anger towards the upper class. Most of the upper class were hanged or murdered following the coup. The most prominent people at the time set up a council to lead the country, but it proved just as corrupt and inefficient as the pre-revolution government. The people seemed to be unable to lead themselves simply because only opportunistic individuals could take advantage during the chaos of the revolution. It is unfortunate that a military regime leader had to organize an absolute rulership in order to stabilize the country and clean up the ruined economy and infrastructure, as well as deal with the remains of every deceased individual from the chaos of the revolution. Fortunately, Napoleon was smart, and while he may not be the number one humanitarian icon, he was a great negotiator and mediator as well as organizer for the recovery and expansion of the country of France. What it comes down to most is how the change takes place: in a fast and harsh change that leaves many casualties, or as a slow and tedious change that takes much longer to bear any fruits of progress. History will only remember the bloodiest wars, but will often glance over the periods of slower changes, where opportunistic individuals are outsmarted and quietly dispersed from the stage without having to tear up the floorboards. While I feel that the infrastructure needs to be rebuilt, there needs to be a better infrastructure plan set in motion to replace it before you go burning it all away. What may give more legal breathing room to one group could cause panic and rioting in the next. History might repeat itself if all you do is burn bridges.
