Why can't we train speakers such as this man to speak proper intelligible unaccented standard English- whether British, American, Australian etc., anything accepted as STANDARD ENGLISH pronunciatiation

Because English is a language not an accent. Be grateful that you have access to rich content like this in a language you understand, as MANY people don't understand English therefore can't access the abundant knowledge delivered in English.
