Most probably it's carbon dioxide, because the caption says 'soda water'. The hot water he added before (probably to facilitate the extraction of the aroma and taste of the herbs)would have made the soda water lose its gas (gas is more difficult to dissolve in hot water) so to give the water its fizziness he would have to chill the water with ice (to make gas more soluble) and re-add carbon dioxide.

I can't get over the people who comment "I'm not waiting ten minutes for a cocktail" on videos like this. Well then don't go to a bar like this. It's that simple. Cocktail bars are a totally different class of bar. Bar Ben Fiddich in Shinjuku (where these are filmed btw) isn't your average dive bar. It's a high-class bar where customers come to get this kind of service and one-of-a-kind experience.
