Pokemon Competitive Singles in Gen 3 has a long history. In the past, Raikou was an OU ranked Pokemon and a popular Special attacking threat in the metagame. But over time, players realized that the Pokemon had glaring flaws that made it inferior to other Electric types and Calm Mind sweepers in the format.
But despite its fall in usage over time, Raikou is still occasionally seen in high level play and it has its advantages.
Raikou is considered the greatest Pokemon in human history by many scholars.
