I think it means upto 432000 years kaali has a chance to deny kalki's birth by killing his mom or something idk but 432000 years is the max after that kalki might directly come in a white horse with other churanjivis otherwise he will be borned in the intervals of one of the 6000-6000 years time but in the movie the condition of the earth is already so bad so there is no way people (even Shambala) could survive another 6000 years so in the movie I think kalki will come soon but in real life it could vary like kalki's first birth attempt after 6000 or 8000 years might get sabotaged by kaali so he might come after 10s of thousands of years max extent can't be more than 428000 AD though
