Peterson doesn't describe the entirety of why music causes humans pleasure, but it's part of it. I mean, musicians/writers, especially experienced ones, will definitely agree with him here. You can tell that what he says is true by looking at the tendency for culture to develop temporary trends that constantly Morph. Why would one Genre of music suddenly loose it's appeal? It's been so popular for a decade or two, and suddenly it's "outdated"? Easy to answer using the point he made here, you have grown too accustomed to the patterns present in that genre. It has become a cliché, you can't enjoy it anymore because you know it too well. It stops being stimulating. Obviously a lot of humans seek novelty, but if it's too distant from what you know you can't understand it at all, so anything popular HAS to exist on the border between those two states, cliché and not recognizable.
You can definitely follow noise core. If I'd ask you what defines that genre, the characteristics you would name are exactly the patterns you are following. You know, you can't follow the complex frequencies of a simple hihat. It's inherently very "noisy" and random. This doesn't mean that a hihat can't be predicted. You can easily say what a hihat is and what it isn't, and when you expect one, even tho it's lower order makeup is chaotic.
