I should send you my homemade desk fan. For a while I searched for a small desk fan and was disappointed with the performance of literally every single one I tried. So...I built my own. 24v motor, aluminum fan, custom enclosure. Can even be used as a filter for dust.

one reason it might slow down faster is from more air resistance on the blades, so maybe stoping faster means more air
