re: the logic, when you loop forward, siffrin autopilots to where you're looping to, and thus makes all the same choices you made the last time you were in the parts you're looping past. this means when you looped forward to the observatory, autosiffrin did the news-clipping viewing too
Wow you are just running through the game. I recommend to focus on side quests (they completely optional, but there are some really cool scenes that can be missed if you don't do them, plus you can track what sidequest you didn't complete by asking Loop 'I had a question about...'), because with how you are going through the game soon you will complete it, but miss like 50% of the content!
