The idea of the path is that it allows you to expand without having to worry about the Allies. It is counter-intuitive because Italy needs to expand in France, England and Switzerland if it wants Greater Italy, let alone Rome. As always, HOI4's WW2 scope really cucks a lot of paths, since 1 war is everything you need to annex an entire massive country. If campaigns were longer, the Italian Empire path would have better upsides.
