Gameplay didn't synchronized up as they thought it would be. But now, they got it fixed, only to releasing it on PS4 at last.

Anthony Miller Indeed, it was insisted to be releasing on PS3, but gameplay fucked up so they had to put in more works. Much like Batman: Arkham Knight - it took Rocksteady more work to get it the way they wanted, which had bring out Batman: Arkham Origins to keep us busy while they got it done.
