In Brazil every gasoline has 27% ethanol from decades. Those cars run fine with it, no problems whatsoever. ALso D-jet cars work fine too, they just consume more.
Yes, because those cars/motorcycles were modified with different material hoses and seals, to run 27% ethanol. Otherwise the ethanol would eat away rubber hoses and seals (fuel pump is inside the tank 24/7). Even the new EU E10 fuel (up to 10% ethanol) eats away rubber hoses and seals in old cars/motorycles. Most of EURO III and EURO IV cars should be fine .
