These excerpts underscore why the series was such an improvement on the books. Correct me if I'm wrong but in the books there's no interaction between Alice and Julia at all. In the series there's a lot of it. You wouldn't exactly call them friends, but they respect each other and eventually become close collaborators. It all starts with Quentin. That's the main thing they have in common at first, a strong relationship with Quentin. In fact, their first meeting is between Niffin Alice and Julia-without-her-shade, with Alice speaking THROUGH Quentin during one of the 20 minute control intervals she negotiated/extorted from him during the bank robbery. SEASON 2, Ep 9 Julia: "You're not Quentin." Alice-in-Quentin: "Get me out of here." Julia: "Alice" AiQ: "Quentin always said you were smart." Julia: "He said the same about you."
Actually, I'm wrong. Alice and Julia do meet in season 1, as their human selves. In fact, Julia steals the dagger Alice is supposed to use to kill Martin Chatwin.

As when those that raided the Library Alice haft-heartily said the leader was interested in making Alice his wife and she was considering it. Julia said off the table. Julia and Alice are like say Margo and Julia. They were acquaintances/enemies than become friends.
