Chief forecaster David Andra for the National Weather Service in Norman, Okla., was tracking the storm as it approached Moore, Okla. -- where his daughter's family lives. Andra sent the warning for people to get to shelter. Mark Strassman shares his story.

David Andra is also the man responsible for issuing the first ever Tornado Emergency during the deadlier and more infamous May 3rd, 1999 tornado that hit Moore, Oklahoma. Something tells me that while he was tracking the May 20th, 2013 tornado he must have been thinking to himself "Oh no, not again!"

I was 7 when the 99 one happened and then 21 when I survived the 2013 one. I was driving home from the library 10 mins before it touched down. My mom was at Moore High picking up my sister. We a barely made it with 4 mins to spare 😢
