A usual indication if a neighborhood is generally safe would be children playing outside, or at least adults walking around. There’s no one!

This beautiful Rwanda was rebuilt by the British government.. This country will be inhabited by the white race..the Rwandans can't afford it. It's beautiful clean and quiet. I would love to live there but you know it will be very expensive to buy. Kind of like a ghost town waiting to be inhabited.
