In the 2017 matchup between Illinois and USF, a whopping 31 penalties occurred! 26 penalties occurred in the first half. In an ugly game the Bulls were able to defeat the Fighting Illini 47-23.

Either both teams were insanely under disciplined, or the officials were just incredibly observant.

I love that the referee was pointing downfield at 1:02 to make it clear that the spot of the ball was farther back, but the announcers are still confused about the spot.

Has the B1G conference or the NCAA disciplined the officials in that football game? There should not be that many penalties in this football game!

It's not the officials, it's the horrible teams that were causing it. Most of the fouls were false starts, illegal substitutions, offsides, there were a few OPI's and safety fouls like targeting, but most were just because the teams were really bad. When you have two undisciplined teams this is what you get. The officials have to call the fouls that are there and the false starts, illegal shifts etc you will get downgraded big time if you miss them. You're right there shouldn't be that many penalties but it is not the officials fault!

It's not the officials looking for fouls it is just really bad disciplined teams. Those are just two really badly coached football teams, but what else do you expect from a Charlie strong coached team, he can't coach his way out of a paper bag!

Assuming you mean the flag thrown at 6:06, there is not even a full second of that play shown before the flag is thrown...who knows what happened before that cut

No, the question is how can two supposedly smart head coaches have their teams so undisciplined that they make so many presnap mistakes, illegal shifts, false starts, offsides, substitutions etc.
