Tolkien started writing on LoTR before WW2 (but it didn't get finished after it ended). Since he fought in WW1 maybe when he says it's not about WW2, it's because it's more about WW1 since he fought in that one? He even fought in the of the most brutal battles of WW1, the Battle of the Somme. But it guess it's both. He started writing on it before WW2 started, but Hitler was already in power and his oppressive regime was already in place. I guess, having lived through WW1, he saw the writing on the wall. The nazis were destroying art and literature in the early thirties already. Openly and publicly. Tolkien must've taken notice (as most of the world did really) Even in the 1920s, before they were in power the were calling for the destruction of art and literature that didn't fit Nazi ideology (calling it "Degenerate art")
