A good condensed breakdown of the over all GDPR implications. Very useful first stop for the principles of the regulation. However, it is good practice that when presenting to a Q&A sessions; the presenter should repeat the question, otherwise the answer doesn't mean much. Definitely, worth a listen if you are giving out data; more power to the individual

The current thinking is that any group of 7 or fewer people is considered "personally identifiable" - so an IP address which can be traced to a specific PC would count - that's designed specifically so that companies can't use the idea of "it was only identifiable to a household" as a get-out. This is in accord with general principles on handling statistics (see, for example www.hesa.ac.uk/about/regulation/data-protection/rounding-and-suppression-anonymise-statistics). So yes, a cookie would be considered personal data.
You didn't understand the approach. If there is only 1 user, the cookies say a lot. There must be a reason why a lot of males delete their browsing history if they share a computer.
A Cookie is a session Identifier mapping one-to-one to a single User connecting to a terminal with a specific UserID. A Cookie is in effect a respresentation of the User current Session state maintained at the client side of the transaction (the terminal used). It is by definition a PII IN THE CONTEXT of the said application.
This is a great video to watch when you need to get familiar with the GDPR and are new to the subject. I watched it a year ago, before my CIPP/E exam preparation. Very useful. It's hard to find good material to prepare you for the exam, but you can now also take a trial exam on cippexams.com.
