The Next Generation: Can Africa Be a Global Talent Hub? Africa refers to beings, to Africans. In a theory of human, Thomas Hobbes has used the word potestas to describe human. Potestaswas an attribute of the Emperor, it means being able. The idea behind the use of this potestas is to say that human is the being who can. With the idea that, who can everything human can. In this perspective, Africa is a Talent Hub since there are Africans. What we need is to arouse these talents. What is needed is to break through this talent pool in order to let them flow. What is needed is to equip these talents and channel them, with positive authority, that is to say, this authority which makes them believe that they have the freedom and the right to dare. The reason for channeling these talents is to avoid their dispersion. The tools to channel them are the means at their disposal, the objectives designed such that they excite the energies, etc.
