They shouldn't have been such a small population. This is the result of the "divide and rule" policy of the Russian Empire and Soviet Moscow. There are more kin peoples sharing the same Amur ancestry today in East Asia. Just check it in the internet. Nivkhs are probably the same people as some other neighboring peoples, called differently for malicious reasons and policies. If you call each family an "ethnic group" so that they don't get united with their cousins (and challenge the colonizers), of course such "ethnic groups" will die out.
