i think there are a fair bit of people who worked on RGU that came from sailor moon, including the director, so the visual style similarity makes sense

It's called Revolutionary Girl Utena!! The director Ikuhara worked on sailor moon, and a bunch of other people who also worked on sailor moon worked on Utena. It's really good, though if you want to watch it I could give you a wanting for potential triggers, since it can get quite dark

Shinya Hasegawa was the character designer, he did plenty of sailor moon episodes but he was the animation director for the s film and key animator for a lot of big moments
