Karaka is a scout, nothing else. There's a lot of other mistakes on the positions of people. Generally anyone would have only a single position even if they can operate on others, with only a few rarer exceptions. Most members of the Khun family are as strong as a primary spear bearer even if they mainly do something else, for example.
I'm p sure he went out of his way to say if you're an irregular, a ranker or of the ten great heads of families these positions are dynamic as possible with exceptions? Quant is a ranker but can't run lighthouse, it'd be naive to say some people can't fill in other gaps in roles when need raises. Ultimately yes one role one person like a FFXIV raid for max deeps but...that's boring if it's the only option ya know
