Firstly there still are people who worships him in SK, secondly he also banned any religion, thirdly there also enough people among his followers who think that the guy had superpowers, like that he by himself built some buildings (schools, factories etc.) & fourthly the rest of ToG looks like it's about SK and this is pretty much the only standing out element.
