Thomas didn't just lose and quit, he singlehandedly determined the course of the game through complete fucking stupidity. Bo told him "we need to help Prussia or France will get too powerful" and he refused. The Bo said "France and Prussia are teaming up, we need to stop them or they'll just roll you later" and he did nothing. Thomas is entirely responsible for every bad thing that happened to Europe.

You play Vic 2 for SP and Vic 3 for MP. Because lets face it, the game brought technical advancement for the franchise and only time can tell if paradox would eventually added in missing feature from vic 2. For the time being, lotsa mods bring some of the content back
