Republicans in the House have finally released a bill to repeal and replace Obamacare: the American Health Care Act. The GOP healthcare bill keeps some of the most popular parts of Obamacare, like letting young adults stay on their parents' health insurance until age 26 and requiring insurance companies to cover people with pre-existing conditions.
But the Republican bill gets rid of the key element that made Obamacare work: the individual mandate. Now that people aren't required to have insurance, healthy people could leave insurance pools en masse, leaving sick people who are more expensive to cover.
Hypocrisy is a minor sin in politics, but still, it is remarkable how much of it there is to be found in this legislation. A core Republican complaint when Obamacare was passed was that the law delayed many of its provisions in order to reduce public outcry and manipulate the CBO’s score. The GOP bill is similarly aggressive with such tricks, delaying changes to the Medicaid expansion until 2020 and pushing Obamacare’s tax on expensive insurance plans out until 2025.
Because Republicans aren’t even trying to win Democratic votes, they’re stuck designing a bill that can wiggle through the budget reconciliation process (another thing they complained about Democrats doing). That means they can’t make major changes to insurance markets like repealing Obamacare’s essential benefit standards or allowing insurance to be sold across state lines. That last part is particularly striking, given that it was one of President Trump’s five demands in his speech last week. I’ve always been skeptical about the savings Republicans could wrest by changing those regulations, but now they can’t get those savings at all - which means sacrificing a key part of their theory of cost control.
This bill has a lot of problems, and more will come clear as experts study its language, the Congressional Budget Office release its estimates, and industry players make themselves heard. But the biggest problem this bill has is that it’s not clear why it exists. What does it make better? What is it even trying to achieve? Democrats wanted to cover more people and reduce long-term costs, and they had an argument for how their bill did both. As far as I can tell, Republicans have neither. At best, you can say this bill makes every obvious health care metric a bit worse, but at least it cuts taxes on rich people? Is that really a winning argument in American politics?
In reality, what I think we’re seeing here is Republicans trying desperately to come up with something that would allow them to repeal and replace Obamacare. This is a compromise of a compromise of a compromise aimed at fulfilling that promise. But “repeal and replace” is a political slogan, not a policy goal. This is a lot of political pain to endure for a bill that won’t improve many peoples’ lives, but will badly hurt millions.

You left out the part of blocking planned parenthood for a year saving from last year's cost of 553,000,000, Which would drop the price lower than Obama Care has ever been. That number was from medicaid alone not counting Obama Care's costs. With that price drop it would cover more lower income and also discourage large population growth because you can't just go get the baby out for free. So learn to take BC or go buy condoms they make something for everyone.

II doubt defunding Planned Parenthood will actually decrease spending. For one it will not discourage population growth, as abortion does not encourage it in the first place. Also Planned Parenthood only spends a fraction of it's budget on abortions, and most of it on actually increasing the use of those anti-conceptives you talk of

Me coming from Germany I seriously do not understand why a lot of people in the US do not understand that literally everybody (healthy or sick) has to pay for an insurance. It’s not about “Uh I am healthy I don’t need to pay for others” it is about “Oh well at the moment I am healthy but I could be sick one day”. It is an insurance which helps you (if everything works out properly) all through your life.

@JarJarBinks you're just uneducated sadly. Must be nice for Europe to have America's military on their side. We pay 611 billion a year which is multiple times all of the European countries combined. Also government destroyed Healthcare in the first place post world War 2. More beurocracy in Healthcare causes prices to go up, more regulations cause prices to go up. I'm sure you think the Fda is criminal. That's government bullshit that I guess you want more of. Also debt doesn't indicate anything a country with growth can handle debt what causes inflation and destroys countries are unsustainable social programs.

@JarJarBinks what alternative facts did I state? I just follow the facts. In 2016 I was a Democrat and pro Bernie. I was for Healthcare for all, 15 dollar minimum wage and free college. Until one beautiful day where I heard that Wal-Mart was lobbying for 15 dollar minimum wage and I thought huh that's odd. Why would this evil huge corporation that I had been lead to hate suddenly be altruistic. Well Wal mart wants a minimum wage at 15 because it makes it harder for their competitors to compete since at the time they were the largest retail entity it would obviously be a huge advantage for them. There are cause and effects to all social programs there are costs. Of course I want medical care for all and I want everyone to make at the minimum 15 in a perfect world why not 20 or even 30 an hour? The reason why I don't support those policies is because they don't work. Europe has issues with medical care it isn't a medical utopia. But if you're looking for an answer to why they wouldn't adapt our system its pretty simple, they are just different countries with different political discourses bringing in our ideas on medical care to them is as radical as Bernie sanders bringing in theirs us. It's just outside of the narrative.

@JarJarBinks in regards to minimum wage increases the implications are obvious. If you have a pie and that pie is the budget and you raise the cost of what each person gets, the slice of the pie for each person is bigger, and there's less pie to go around. If that's what you want then that's fine. Just don't pretend that there's no consequence. It really enrages me when people say "Why should I pay for other people who're sick?" It's an insurance for Christ's sake. You pay in case you get sick. If you don't get sick, count yourself lucky. It's not like people complain about paying for property insurance and then never getting any money back cause their house is still standing or not getting anything from life insurance since you're still alive.

@@georgemendez5245 You are already paying taxes for police and fire departments, which are essentially an insurance you are forced to pay. "Why should I pay taxes to fund police when I live in a safe area? Why should I pay taxes for firefighters to put out the fires in other people's homes?" People's health does not just concern themselves, but society at large. If you don't take care of your body, you get sick, you become less productive and your place of employment suffers as a result. What happens to you and your family has ripple effects. So just like you _have_ to have insurance to drive a car, there is nothing wrong with _having_ to have insurance for your body either.

@@georgemendez5245 Universal car insurance is already mandatory. Not in case something happens to your car, but in case you cause an accident. And yes, we pay for the police because society has criminals who can harm you - just like you pay for health care because there are diseases that can harm you. And the police force actually _used_ to be privatised. As were fire departments. Privatised police still exist to some extent today, even in the US. So the question still stands: why oppose taxes for health care when you don't oppose taxes for other public services, such as schools, police and fire departments? Or conversely, why do you accept socialised schools, police and fire departments when you don't accept socialised medicine?

No it's not. It's percentage based - if you have more people you have higher costs but also higher income. America has a higher percentage of sick/unhealthy people and you have no regulation on drug prices. That is why big companies get bigger and your people get sicker and poorer.

If we didn't spend so much on our military, people wouldn't be as afraid to start wars. It seems to me like the US's military spending is less about the safety of the US, and more about the safety of its allies (for instance those in NATO who don't pay as much as they're supposed to). We are the nuclear deterrent, if we start putting that money towards health care then China or Russia could start WWIII.

Ok then your not talking about anything really. do you live here? no. Then you don't know what it's like In American aside from maybe a visit or second hand news from the media. I don't know what it's like in other countries so I'm not about to sit here and say for example " gee Africa sure is violent, I'm glad I don't live there". I live a comfortable life on minimal wage, have great benefits to attend college for free and Barly hear about president trump. You don't know our issues so don't go making remarks like that until you get the full story. Sorry I'm not mad, just a bit defensive cause I do love my country even if I'm a black woman.

i live in a country with single payer system. It works great, but it has its problems. The math doesn't change, you still need more healthy ppl in the system than old & sick ppl. It works great in a young country with growing population. But when aging population starts creeping in, tax contributions starts to creep up too. My government tried to keep the system churning by encouraging more immigrants to the displeasure of many citizens. So, unintended consequences?

single payer is unfair. It chargers more to those with income for the same healthcare. All we need is for healthy people to participate in the system. Making it mandatory means fair prices for everyone. But letting people take that risk allows them to better use their finances in times of an emergency.

I am a healthy 20 something currently paying a lofty sum because of the current mandate. It sucks when I write these checks, but I do get injuries every so often, so it's not a complete loss. Under the proposed law, though, I won't get a tax credit based on my age, no? And since I make squat, it appears the GOP wants to incentivize people like me to get off (and stay off due to the penalty) my insurance. Bold move, Cotton.

Under the new proposal, you'll get a yearly tax credit of $2000 if you are between 20 and 30 and make under $75k/yr. If you make over that, it goes down but not to 0 (I have to find by how much). Assuming you make under $75k and your yearly premiums total to $2000 (which will likely be the cost for the most basic plan because insurance companies know you would buy it if your effective price is $0), your effective price would be $0. Of course, the difference between what you are paying now and $0 should be paid by someone else for the system to survive. That difference will likely be spread across the age spectrum by an increase in premiums for everybody. Most vulnerable demographic (i.e seniors) will see a price increase (the difference between their premiums and your premiums can be about 5 times according to the new proposal) but won't be able to afford because their tax credit will max out at $4000 over the age of 60 and they may not even owe that much tax at that age.

Just move to a single payer option. The Affordable Care Act is the same crappy, ultra-expensive healthcare as before but now more people have access to it. The Republican option is effectively identical, though likely even more expensive and less effective. The reason every other 1st world country in the world does single payer is because it is far, far cheaper. It's not because their politicians are all just bleeding heart liberals. It helps mitigate the problem of inelastic demand of healthcare and ensures everyone has access to it. Health care is 18% of our GDP and rising - and we have awful outcomes. Everywhere else in the world, including Canada, it's only about 9% and has far better health outcomes. Even the most generous, socialist-minded European countries pay no more than 12% of GDP on healthcare.

We would still need an insurance system of some kind whether that's public or private. A lot could be done to bring down the cost of healthcare but certain treatments like cancer are always going to be so expensive that most people wouldn't be able to afford treatment.

Our insurance is State-based and the majority uses it.If you can't afford it you will get it for free.Of course, there are private insurance Companys too, but there are a lot more expensive therefore only a minority uses them.And it's not just a fine it is illegal not to have insurance in Germany.

and the best part: Medical suppliers + pharma companies need to keep their prices low. Public health care providers approve, which implants / medication they pay for and which are "luxury" options. Sure, if you can afford it, you can go with the most expensive option privately (or chose a much more expensive healthcare plan that covers such options) - but the manufacturers lose a huge part of the market, if they do the weird price politics they seem to be doing in the US. For the same price you can get better healthcare in Germany (and any other industrialized nation) than in the US. The US is already paying more for healthcare per person than other countries are and their population still gets worse care. I am not from the us and this makes me so angry. The greed! Trampling on the back of the weak in much more than one way. The insurance is just the tip of the real problem. Vox does a great job of covering this (like that video on the couple trying to find out, how much they have to pay for having their child in a hospital).

They make there own investments and risk their own money. If you don’t have that 1% imagine all the people who lose there job. Eliminating insurance companies would save LOTS OF MONEY (they are nothing more than a middle man cost) - they are simply acting as administrators handling healthcare payments. Insurance companies also play a role in propping up healthcare pricing in making deals with healthcare providers - inflating pricing schemes increases insurance company profits. Bernie Sanders idea of Medicare for All actually would work best. His financial explanation (published elsewhere on internet) shows how trillions of dollars would be saved over a 10 year span vs current system in place. Medicare has already saved billions because of the leverage it has in negotiating healthcare/ pharmaceutical pricing (ref: Bill Shipp research article "Bitter Pill"). Medicare for All is best viable option - certainly insurance companies don't like the idea as it cuts in their market share.

Around €100 a month and the government pays me €82 every month to pay it (I know it sounds weird but it's true). Btw we have a what we call 'eigen risico" (own risk), the first €350 a year you need for health care you pay yourself. This is to prevent people going to the doctor without a good reason. For example if you get a €10000 bill you have to pay 350 and insurance pays 9650.

The US also has an 'own risk' provision, it's called deductables if I'm correct. However, in some areas the deductibles are several 1000s a year, making going to the doctor nearly impossible to pay for even with insurance. Most of the healthcare costs in the Netherlands are paid directly by the government to the insurance companies to compensate for sicker patients. The premiums you pay each month are only about 1/4th of the total healthcare costs per capita. And about half of the people paying premiums get them almost entirely subsidised because everyone over 18 needs to pay them, even students without time to work. Meaning many people don't pay anything at all directly.

Living in Scotland, my undergraduate degree is free, along with my health care. I would never move to America, I see no benefit to it. The NHS saved my mother's life when we were dirt poor and she had cancer, it fixed my broken arm, it fixed my father's poor heart problems. I will defend it with every breath I've got against anyone who would speak against it in the name of small government and a horror at "socialism". This country has saved my family, and has given me a good start in life. I couldn't say the same of the US.

The ACA destroyed health care in my State and all of us just got sicker. We went from 7 insurers to 1. I can't use the insurance because it has an $8K deductible. I lost my doctor. Twice. This myth that Obamacare was working fine and the new bill destroys it is myth and partisan hype. The reality in my State is that ACA made everyone sicker.

The individual mandate was the biggest problem. No one should be forced to buy something they do not want and/or need. And why would anyone want to force somebody to buy something they couldn't previously afford? I couldn't afford health insurance before Obamacare, still couldn't after. But now I'm being penalized for not being able to afford it by having to pay a penalty. $200 a month for every month I'm not insured.

That's called the medicaid gap or coverage gap. If you make 100% to 400%, so around $11,000 to $45,000 a year per person, of the federal poverty line you should have gotten tax subsidies to help you pay for the insurance. Those that fell under the line should be covered by their states medicaid. But some states chose to not expand their medicaid, even though the federal government would bear most of the cost; the refusal led to some people, perhaps like you, being unable to afford their health care. Chris Christie got a lot of flack from Republicans for expanding Medicaid in New Jersey, effectively getting rid of the gap. States with the biggest gaps are Texas, Florida, Georgia and North Carolina. But even so, I agree that premiums are way too high for people like us who don't make a lot of money.

exactly. that was my only problem. when i break a leg of something, i will pay for it. but i had health care for 15 years. I never used it. 500 dollars every single month, i could have bought a freaking house with it.

Ok, so think of it this way. There's a safety net that needs X amount to pay for. This net keeps people from losing Y (Where Y is something necessary for life i.e food, water or medicine) . However, in order to cover that X amount, you need money from people. where P= number of people who pay Now the cost of X on each person is X/P so if P is higher, X/P is lower. Meaning the cost is lower when there are more people paying a slight amount so others wont lose Y (God forbid). Now the problem you talk about with the individual mandate is it being imposed on people who are too poor to pay for it. That's an easy fix. The idea itself is good. Even if you don't need healthcare now, you will need it later. So it's better to have some help than paying thousands for the privilege of being sick or injured.

well its not getting better, Trump now wants to make that penalty based on age rather than income. So if your broke and you can't afford it youre now forced to pay the same penalty as someone else who maybe can afford it.

Doost Long thats why they offered subsidies to the poor. The poorest Americans who weren't covered under the medicaid expansion received subsidies to help afford insurance. There was a small gap though. If you weren't poor enough to be covered under tradtional medicaid, but you weren't wealthy enough to qualify for the subsidies that cover people outside of expanded medicaid, then you would be stuck with premiums you can't afford. The thing about that though is those people should've been covered under the medicaid expansion. It was the few state legislatures and govenors (all republican controlled) who refused the federal money to cover these poor people who are to blame for this. So no, you're simply incorrect. If plans were unaffordable, it was not the fault of the bill authors, it was the fault of states refusing federal aid. High copays and deductibles are another issue though, but that is again solved by more government intervention, not less

($695 dollars is not a small fine to most people.) (The current healthcare law is no different from car insurance. Both wants to pay you as little as possible regardless of how many people are join in and if something happens they going to make you pay more money down the road anyway.) The money that the IRS take from us does not go back to the US government but to the private shareholder of the (Private) Federal Reserve/Government and there secret shareholder. You can thank President Wilson for putting the (Private) Federal Reserve/Government and the IRS into power. Things would be a lot better if the US money was not giving control to a small group of elite people that has zero to do with the US government. (You can research this information for yourself.)

I live in a state with expanded medicaid which covers those who fall in the income gap under the ACA, including myself and 700,000 people. When I tried to explain this to someone who supports the Republican bill and who's main complaint is high premiums for low income, they replied it doesn't matter what state you live in, called me a moron, and said only libertards would believe the left-wing propaganda. I'm not aligned with either party, but this level of labeling and name calling by fellow citizens on important issues is the most disturbing thing to me. Trump didn't elect himself, MILLIONS of people with this level of emotional intelligence are what got us where we are today. I'm just glad I live in a state where they care enough for their citizens to have expanded medicaid.

The irony is.. the system we had was already failing... badly. This National Health Care was just the innitial fix... it COULD HAVE BEEN BETTER... BUT Republicans.. like Mitch McConnell chose to give it away to their Corperate buddies creating Over a TRILLION MORE IN DEBT. The REPUBLICAN Corp.
