@oddity21 its because if you ask to buy and play a guitar you'd have your ass beat for making too much noise but if you plug in your headphones in and mix on your laptop you're not disturbing anyone. I know a kid in Georgia whos parents sold his drum set after receiving a fine and the landlord threatened to up their rent for disturbing the neighbourhood. like if we cant even practice intruments by oursleves without worrying about our parents having to pay fines why would we ever pick up an actual instrument.
