After the Battle of Toba-Fushimi the Imperial Army wanted to make a move on Edo. However, they didn't have the money to immediately do so. In what would seem as a complete betrayal of the Sonno Joi movement (expel the barbarians) they would promise to honour all the treaties the old government made with the foreign powers.
After this there was the unfortunate Sakai Incident. Where French sailors would get into a armed fight with a Tosa regiment, and would lose many of their fellow sailors. The French after this would demand compensation (even though they caused it). At the same time that this was happening the Imperial Army was able to move on Edo, and get into a fight with Kondo Isami, leader of the feared shinsengumi. This would be known as the Battle of Koshu Katsunuma.
