Yes, as far as I know. Most of these guys either knew each other as youngsters or bumped into them in custody. When in General Population they often made alliances under Folk or People. Even if Keep Separate From enemies, they had their Intel keep track of Friend and Foe. These basic principles are still mostly true today.
