This shows he knew she was targeting and bullying Shan Shan and he still said nothing/let it happen. And after this incident he still stayed around the jealous friend and allowed her to kiss him. Both of them were toxic, horrible people.
Bear in mind Shan Shan said nothing either in this hospital scene and in other scenes prior to the kiss and after. It is I have to come to understand its a societal norm to say nothing about what has gone before without proof or making a fuss. The kiss scene with Li shu changed that!
For the love of...the reason he's never pursued you as a girlfriend is simply because he's never been attracted to you enough to date you, and with how you treat someone you see as your rival and him showing he saw it all, can you really question why?
