My best guess is that it was an inside job by the Secret service. It has been infiltrated. The fact that Crooke was identified and shot to death immediately after he fired leads me to conclude that he was to be killed instantly whether he succeeded or failed because he knew too much. The accomplices couldn't risk him being taken alive.
