It does not mean to "complete to perfection", but rather Greek has other words for that.(In the Authorized King James Version, New Testament) "fulfil" is also used to translate a few other words, so if you want to know for sure what is written you'll need to check which it is. Here is the list (note that there are various forms of each word to fit grammar and syntax):"Anapleroo" means "fill-up" ("ana" being "up" and "pleroo" being "fill-fully")."Ekpleroo" means "fill out-from" ("ek being "out-from" and pleroo being "fill-fully).Those three have essentially the same meaning in terms of what it means to fulfil. ...perhaps your understanding, or addressing Ps139:22 over having a "perfect hatred" for your enemies can be harmonized with comments made in this presentation.

I believe this and continue to be sanctified. However we have a vile sinful falling nature that fights agianst are spirit. Paul says for us to put on the Armour and fight. I try and im sure majority of you do but sometimes the flesh wins. It doesn't stop fighting the spirit. Love mercy and forgiveness even on our own failures seems Christ like as well.
