Because people are lazy and grab the first thing they find on Google or they don't understand that the promotional models of the day had a very distinct look to them that belongs to that era alone.

Tried an HD textute pack for Super Mario Sunshine the other day. Looked nice until I saw a PNG of Mario's face from Odyssey.

People usually do that a lot Especially in third party consoles, they’d put a model of Mario that’s a lot more modern than the games that’s gonna be running on the console. For example, a third party old console that runs old NES games or something.

True! But the one determinate factor is their idle stance, Mario's fist dance and Luigi's jazz sway are hard to see on those different character models; Especially since it's only a couple frames, but Rayman's hands are seen doing Mario's Idle.

In Smash Remix, The FPT, Giant DK, and Metal Mario still exist even with the newest custom characters. They are just separated with their own character model, code, and moves.

That might be the case. In the Melee mods SD Remix and 20XX, changing the Stage Select Screen means unloading and loading the original .DAT file holding the regular textures, and this process does reset the cursor position. So your assumption is most likely true, if the only way of switching the CSS would be reloading.
