I think they labeled it as such because even though these were liberal reforms and Japan had all the hallmarks of a democracy it did not have the most stable checks and balances system. Because in Germany they literally voted for autocracy between WW1 and WW2 in order to become a military world power. The best argument against democracy is a 5 minutes talk with the average voter. Look at USA to see how smart the average voter is. As for in which country I prefer to live inI prefer the one in which my cuktural background already alligns best without needing change and in which I can live a decent live. Maybe the only religious thing he did was letting women who wear hijab study in the public schools/universities (which is a human right if you ask me) .
