True however it's 19,500 dialects, The number of languages is between 200-300 depending on the study you refer to. Although there are around 50 major languages with over a million speakers. Still applies, although saying 19500 languages is a bit of an overexxageration.

I'm an English teacher. What is amazing about this man is that his grammar and vocabulary are really good. Usually someone at his level can correct some of their own pronunciation mistakes, so at least their accent is somewhat decent. I think that he just was never around native English speakers and nobody bothered to try and help correct his mistakes. It almost seems like he learnt English from books. But, I know that in India there is no shortage of English teachers. I think it's charming.
The english teachers are also Indian. They teach the language, they're not like ethnically english. Hell my school english teacher sounded far worse than this guy.
English is usually taught with an accent there, and the accent is a natural part of the English ‘dialects’ of India. And you’re right, generally speaking, most Indian English speakers have never talked to native speakers, which makes their skill level all the more impressive.
He is a section engineer, not a English professor. He does not do the job of interacting with international clients only to get paid minimum wage, he does a very difficult and serious job.
Since he is working in a popular tourist spot in tamilnadu, he would be fluent in Tamil, baduga, malayalam, Hindi and even telugu to handle tourists from all over. ENGLISH IS JUST ONE OF THE 6 LANGUAGES HE HAS TO USE.
And to say that these languages are so much different than each other, yet he's most probably fluent in all of them while we have whiteys who don't even speak English properly but has audacity to mock. I'm writing this in english btw so their dumasses could understand.
But lets also stand still to the fact that millions of people in many countries, including developed countries do not speak a single word of English. Kudos to this man!

Based on his accent, I think he's from eastern UP or Bihar--"ij" instead of "is", "pus" instead of "push", "bhe" instead of "we". As someone who has spent a lot of time in Bihar, this accent is very familiar, and I'm 100% sure about it. He's just living in Tamil Nadu ig. Westerners consider the Indian accent, Chinese accent, Arabic accent funny. But imagine them trying to speak in Hindi, Tamil, Chinese or Arabic. That would be a disaster. No matter which part of the world we belong to, if English is not out first language, we should make it a point to never think of our accent as inferior to that of native English speakers. It becomes inferior and funny the moment we lose respect for ourselves. What's popular isn't necessarily right, and there's nothing inherently wrong in having a "weird" accent like this.
Actually Bihar and up ppl have got the best accent in English they can't speak like native speakers but they are nearly close to them it's just because of their mother toungue maithili and all (anyways I think he's from Tamil Nadu)

an average Indian person can speak more than 3 languages I.e mother tongue, Hindi, and English, so one English accent can't represent a whole nation's accent.
