Sasuke does have Tsukuyomi, even before he gets EMS, he just rarely uses it, as he is more proficient with the Amaterasu. You can also see this with which eye activates which power. With Itachi, who was more proficient in Tsukuyomi, it was his left eye that he used for it, and his right eye was for Amaterasu. But for Sasuke, it's switched. His left eye is what he uses for Amaterasu, while his right eye uses Tsukuyomi. But he rarely uses it, because it's not as strong as Itachi's. The only time I can recall him using it, is right before the fight with Killer Bee, but it is something he has and can use.

It is never explicitly stated that you need EMS to use a Perfect Susanoo. It is true that we have never seen anyone without EMS use the perfect Susanoo who wasn't a gods son or had god powers but it is never explicitly said that you need one. Then again, progressing your Susanoo is done by using it and practicing with it, which will make you go real blind real quick if you don't have EMS. Only exception we've seen to that is, again, Kakashi. That can also not really be explained away with sage of six paths chackra since it requires practice. Although in kakashis case, he probably just looked af Sasuke and thought "if that little shiz can do it, it can't be that difficult" and then he proceeded to pull out the most powerful Susanoo there is (maybe excluding hagoromos Susanoo)

And it’s worth mentioning that their Amaterasu eyes are different - Sasuke’s Amaterasu is his left eye, Itachi’s Amaterasu is his right eye. It’s never confirmed why specifically in the story, so my personal theory was that close blood relatives, in this case siblings, would genetically share an MS ability (were they both to awaken their MS).

Did you know Izuna being the very first uchiha to awaken mangekyo sharingan actually had the strongest susano and was about to use a full susano without an EMS. Izuna was the physical embodiment of a susano’o. Also Kishimoto foreshdows this… Izuna meaning weezal button on rare occasions meaning God like being of fire. Also, Izuna and Obito have the same bloodtype and genetics for some reason so therefore Izuna’s Susano’o would’ve been the same color as Obito’s but Obito’s susano’o would not be a light blue like kakashi’s A susano’os color is determined by how dark the aura and chakra nature of the user is. So Obito and Izuna’s Susano’o would’ve been like a dark black cherry red or a black.

Actually you need end for the full transformation of the Susano. Just having the the regular mangekyou you can use it. It’s based of mastery of it and usage

Ems doesn’t give perfect susanoo, only those with otsutsuki chakra and ems can use it. Hence why sasuke was only able to use perf susanoo after his encounter with hagoromo

Ems gives you a massive boost ms sasuke was just above sanin level but with ems only after using it for some time he was kcm minato/kcm 2 naruto level in jubbiobito fight even if he did not get six path after sometime his susanoo would develop into perfect susanoo and he would be as strong as ems madara

Obito's mangekyo sharingan with SO6P chakra is the strongest mangekyo sharingan as it is even better than sasuke and Madara's eternal mangekyo sharingan. It has no drawbacks of the mangekyo sharingan, has one of the most broken HAX in Naruto, i.e., kamui, flying perfect susano'o, intangibility, large kamui shurikens, kamui portals.( Kamui portals are different than the basic kamui.)
