Khun is one of the 10 families. Remember how he let out the people in his bag in s1 and blew everyone away running to the chair? That was just his natural speed, and anime watchers never considered it was him being super strong.

The Administrators let rankers proctor tests for them, but the rankers can't do whatever they want, if the administrator isn't happy, he can override the test or fire the rankers administrating them. So even if a terrorist comes to take the test, the proctors have to let them take a mostly fair test (plus rankers generally can't attack people who climb the tower directly, it's also a rule enforced by the various administrators because rankers are way too strong). They can try and find underhanded ways to get rid of that test-taker but they must be careful not to piss off the administrator of that floor. Here, Love took advantage of Viole refusing to follow the rules to get him in a 1v1 test against him. Otherwise he wouldn't be allowed to dunk on a tester like that no matter whether Viole is a criminal or not. Criminals are entitled to climbing the tower, same as anyone else.
1:21 no, they are still on floor 20. the tower of god is not a typical tower that you can climb with stairs or an elevator. each floor is like it's own separate world. regulars climb the tower by passing the tests and then teleporting to the next floor.
