Afrikan countries can collaborate. Expecting countries to cede their nationhood sovereignty or republics to merge into a new entity is not realistic. Some countries may choose to do so. Others will not. Ultimately it will be up to the respective populations themselves to determine how they choose to move forward. All 54 of them. Their decisions will be respected
