Sort of, but not really. Playing the U.K. is still fun, even though they have the -25% recruitable population. It isn't critical to get rid of that to have fun playing the game. Portugal only has a 35 day focus to get rid of the disorganized military debuf or whatever it is. I'm more concerned it would be like Greece, Bulgaria, and Turkey where you have to get rid of the debuffs before you can really play the game. Even France with the Victors of the Great War debuff is still totally playable early on. There's a right way, and wrong way to do it. And I have a feeling that Italy will be crippled by negative debuffs making them not very fun until late game.

there is a fun bit of stalin's early life that sums him up pretty well there is a small town in Georgia. there is not much to do for fun. one of the things that the town periodically does is get in a big fight with itself. it quickly becomes a quiet rule: you do not go after Joey. everyone else gets it is all good fun. Joey does not get this.
