I do believe that Funtime Foxy's color scheme is based on mangle but the most noticeable difference is their endos and also the faces if you look at mangle's it is a solid one-piece faceplate where Funtime Foxy has individual plates as for the gender he wasn't given a voice until UCN and I do believe that Funtime Foxy and Lolbit are the only truly gender-neutral animatronics but it is up to a person to decide whether or not those characters are male or female but I do believe though if its the case that if he was based on the og Foxy then the gender would be male. As for the voice of Funtime Foxy it reminds me of Alastor the radio demon from Hazebin Hotel it gives me that rip-roaring 20s/30's radio show hosted vibes

I think mangle was the original Funtime foxy that was abandoned and neglected causing them to fall apart they had a glitch or something and was replaced.
