Special prosecutor John Conroy is determined to eradicate organized crime from his city, enlisting his father, Matt, as his chief investigator. John's ambitions are complicated by Matt's hesitance and the suspicions of cynical reporter Jerry McKibbon, who has witnessed Matt's dealings with mob lieutenant Harrigan. As John navigates his professional duties and loyalty to his father, his friendship with Jerry is strained by the reporter's pursuit of the truth and his growing attraction to John's girlfriend, Amanda. Amidst this tense backdrop, the city's racketeers become more aggressive in their efforts to protect their criminal empire.
