The Ultimate DLC Guide for Cities Skylines - DLCs Ranked!
Have you been thinking of purchasing a DLC for Cities:Skylines, but been unsure which is the most essential to purchase? This is the guide for you! In this video, I walk through each of the DLCs - including Airports - and deep dive into things I like and dislike about each of them. I then rank them against one another and show how my perspective has changed since creating the Ultimate Beginners Guide to Cities Skylines.

Are you missing any DLCs? You don't need to choose for the next few weeks! Grab the Humble Bundle here - tinyurl.com/CSHUMBLE ! This is not a paid promo, just a GREAT deal! How does your ranking compare to mine? Would you move any DLCs up or down the list?
@KarlStevens
@KarlStevens 2 года назад
Personally I would move industries down. A lot of what you listed as for good about it for me just isn't fun (again, just my personal preference.) I understand the appeal (and I know that a lot - possibly most - people might disagree with me), but managing supply chains isn't what I look for in a city building game. I'm happy with the zoned industry mechanic. I'd also move Green Cities up. I bought it after I started playing, and found I really enjoy sprinkling my residential areas with organic and local produce buildings. It added a lot to my game.

Pretty much agree with your rankings. As a console player, I'm not buying Airports until we get more tiles (which is unlikely at this point). I find myself using Green Cities a lot, especially for micro-districting (thanks Egg!) farmers markets and things like that in the middle of vanilla neighborhoods, and with that in mind I was a bit disappointed by your first rankings. Great video and I'm glad you put the time and effort in to make this as polished as can be. Let perfect reign supreme over the good!

A small critique you might have forgotten: campus and park buildings cannot be reached by firetrucks unless they're on a road, causing them to burn down. Helicopters being the solely responsible for putting out fires in such large buildings is unrealistic

This is because you have too much production and not enough storage. You need to keep adding storage until they have spare trucks that are not in use.

@johndalenino 2 года назад
Also, trucks from warhouses, storage facilities, extractors DO NOT de-spawn until they return to their origin building. Which means one large warehouse will give you 40 more non-despawning trucks in your roadways. Also, It would be amazing to have an option of an industry area delivery only to specific districts instead of random.

Underrated: Green Cities and Sunset Harbor I fully respect the decision to put the three at the top that are there. I think that they are also equally deserving. However these two DLCs add components I find difficult to play without, whereas other DLCs tend to add things that are simply very nice to have and add general functionality. For instance, I'm in the middle of a build to try to finally unlock Eiffel Tower, and I don't actually miss the industrial areas as much as I thought I would. What I do find indispensable: The organic and local produce specialty. I know this sounds like a bizarro choice to be at the top of my list of essential inclusions, and it isn't even for the reason you think. The reason I like OLP is because IT DOESN'T PRODUCE NOISE. This has some incredible trickle-down efffects, like, oh, I don't know, putting commerce within your residential areas? Without true mixed-used zoning in the game, blending commerce among your residential is the best we can get, and due to noise pollution mechanics, that just isn't reasonable to do. However, with OLP, you can genuinely alternate commercial with residential if you want, and nobody's unhappy. In fact, they're usually ecstatic. I don't recommend doing this for the whole darn city, but simply the ability to do so at all without getting headphones popping up everywhere is sorely needed. And this is without considering anything else that Green Cities has to offer. And Sunset Harbor has inland water treatment facilities, which allow you to fully untether your city's waterways from your water production. I can't tell you how many times I killed my city my accidentally putting a sewer pipe next to an intake pump because they look so similar. Plus you get the giant poo river trail extending for miles, which is absolutely horrid. Your initial builds can be anywhere, and not chained to your water now, which is a tremendous improvement. Sure, SH might be a hodgepodge, but it's a hodgepodge of all the stuff they really should have included earlier...and now they have.
@Turtle262
@Turtle262 Год назад
agreed Sunset Harbour has three new transit options One airport New industry New hubs And an amazing aviation club lemme be more specific The trolleybuses are absolutely amazing as well as the intercity bus which saves money instead of the expensive rail. Helicopters are kind of not useful, theyre like blimps (mass transit) The metropolitan airport is amazing, it has lots of gates and is better than the international after dark offers. The fishing industry is amazing, it is not polluting and it's beautiful. The hubs are only 4, and the best is by far Train-Metro. The aviation club offers a general aviation offer which attracts tourists Water treatment - should've been in Green Cities but it's here, and it's absolutely amazing. also a critique of after dark The international airport is kind of bad. The bus terminal is not useful now because the Compact Bus Station was released to the more useful Plazas & Promenades DLC Taxis arent working.

You’re not alone. I found I don’t have motivation cause nothing is sparking my imagination but I downloaded Park Life long time ago and have never touched it until a few days ago, it got me totally back into the game. I felt discouraged starting a wildlife park and figured screw it let me just start with the first road and side walk path and I didn’t stop for a few hours and built out a huge park and it’s actually pretty cool. I think the art is in the detail and usually I just build roads, zone, and keep up with the needs/wants and toy around with things like trains etc but I figured out I like making the smallest details too. Just start small forget everything else (I use sandbox mode for this) and just start building out something super specific. Push yourself outside of the game to think of something crazy and cool/creative then if it sticks when you hop on you’ll have some file to get going 💯🔥

The criticism of Campus DLC not allowing placing buildings outside of the Campus area is easily overcome (even in vanilla) by just expanding the Campus area - you can expand the area across the map and then delete the connections, and all areas (that were originally connected) will still be part of the same campus zone. So, it's not really a problem.

Cities Skylines would really benefit from a rework from the ground up. The base idea is good but it scales inconsistently. Both in the size of the buildings and the functionalities. And the DLCs... well, the bad that you listed there is... it just shows what happened. Sunset harbour in particular is a DLC what was like an effort to monetise the garbage collection (feature wise) . And don't get me started on the roads!!! There they would have really benefited from a modular approach! I want to toggle both the parking and the trees (and - ideally - would like to see both at the same time! )

Going to refactor code in a 7 year old game with constant upgrades and 10 DLCs on the back. Good luck, some of the limitations are surely due to legacy code, which is a blocker for what needs to be done and refactoring that will take up so much time and effort not to mention the risks and the ROI on that is not a nice calculation.

One of the issues with this game is that money stops being an issue after the early game. This means that unless you care a lot about realistic transit, you can just put metro lines everywhere and replace most of the other transit modes. Trams take a bit of care and attention to avoid them getting stuck in traffic, so average players or even CPP tend to ignore them.

Some things missing in the INDUSTRIES DLC are the pipelines for oil, agricultural conveyor system for farms (which would dramatically reduce the number of trucks needed for transport), logging canals for foresting, and mining conveyor system. For the SUNSET DLC, I agree that fishing should have been part of the INDUSTRIES and should have included fish factory that generates different products. In addition, a variety of seafood commercial buildings that demands for specific fish (example: a restaurant that demands salmon and shellfish) -- right now, it's pointless to catch a variety of fishes when they all become canned sardines.

So these things obviously influence how i rate the DLCs, that's why I wanted to let you know. So here we go: - On top for me personally would probably be Mass Transit and Parklife. MT adds some new road options that I find myself using quite a lot and that some modders use as base for their roads, aswell as the Transit Hubs that are very nice and useful for building interesting transport systems. Parklife adds the ability to build your own park areas and comes with A TON of really beautiful assets that are very very versatile to use throughout your city. - After that I would go with Sunset Harbor and Green Cities, with the former for me mainly adding even more transit options (especially the intercity bus stations are actually great for creating central bus hubs in your city, because they also include multiple spots for normal bus routes to connect) and the latter for introducing even more really beautiful zonable buildings that once again can be used in a very versatile way to make your city look really varied and awesome. Green Cities has a ton of versatility to it visually. - My next tier would probably be Campus & Industries (since they are both relatively similar) together with After Dark. Campus and Industries let you build custom universities and custom industrial areas respectively, in a very similar way to how Parklife lets you build parks. Lot's of options for creativity and freedom. The industries from the DLC also let you make quite a bit of money for your city if you play without unlimited funds. After Dark has a few commercial specializations with a bunch of new zonable buildings similar to Green Cities but also a bunch of transit options like Cargo Train/Harbor crossovers and the biggest thing might be bycicles and roads with bike lanes. This DLC is a bit difficult to rate, it could easily be in my higher tiers, I would say, especially if you enjoy building bike infrastructure in your city. - I guess I will mention Airports here before the rest, because it is a great DLC that adds very interesting stuff mainly regarding airports. I love it, I enjoy it, but it is relatively specific so that's way it's in this category. Heavily depends on your preferences again. - The last tier is Natural Disasters and Snowfall. These two are definitely not "bad" by any means, they are still great DLCs in my opinion, they are again just pretty specific and depend heavily on personal preference. Snowfall adds snowy map themes, not seasons. So you can choose to start a city on a map that is perpetually winter, but you will never have snow on your "normal" maps (though I will say there is ways to change a map to the snow theme via mods if you have the DLC, bit of work but possible). The greatest thing about the Snowfall DLC is the trams for me personally, they are very fun and beautiful and can be used on ALL maps, the rest is pretty niche I would say. Natural Disasters mainly adds catastrophes that can happen and impact your city, tsunamis, tornados, wildfires, etc etc, along with buildings to prepare for them. If you like that sort of gameplay the DLC is probably a bunch of fun, but if you are the sort of person to turn the disasters off most of the time, then the DLC is pretty much just a few buildings that can look kinda nice or be helpful in very specific situations and not much more. So yeah, that was all the major DLCs, I hope my presentation is not too messy and my points come across. I tried to emphasize what i like about them and why, to explain how i get here. Again, keep in mind that this has a lot to do with personal preference and with what is most fun and interesting for you personally. In my opinion there is no "bad" DLCs for this game, they are all good, just some of them fit my style better or more than others. I do want to point out that the Content Creator Packs are also really really great in my personal opinion, they mostly add new buildings and assets to your game. Some of them ploppable, some of them zonable, they all look cool and can bring a lot of diversity to your city and enable your creativity. But there are two CCPs that i want to specifically emphasize: - The "Train Stations" pack adds a whole bunch of transit stations for trains and especially metro, which look really nice but also can really help you build much better metro networks since many of those stations have multiple platforms or specific bypass tracks, so that trains don't back up as easily. - The "Vehicles of the World" CCP adds a lot of service vehicles like police cars, medical cars, etc that all have their own stats and can be selected per building, but more importantly for me it adds a lot of new metros, trains and busses, again with unique stats like speed and capacity. Many of these transit vehicles have much higher capacity than the ones in the base game so really help tremendously to improve your transit networks. As I mentioned, i really love building public transport in my cities, so I personally would consider these two CCPs to be pretty essential, they really help A LOT in building better transport. Yup, long comment, you have been warned :D I hope it helps and isn't too overcomplicated! All the best ^-^.

@@NoMercy8008 This is a great list and good justification! You know, I had comments about some of the CCP relative to the DLCs (I think that all things equal, Airports vs the two CCP that came at the same time would be a HARD choice), but removed them to save it for the next video.
@NoMercy8008
@NoMercy8008 2 года назад
@@CityPlannerPlays Yeah i can totally understand that. This is already by any means not a short video, there's TONS of info in here and I'm sure you've worked long and hard on this, so putting the CCPs into their own video makes sense ^-^ And as i mentioned in my list, ranking DLC is generally not a trivial task, because it does have lots to do with personal preference and so on. That's why I made sure to include my personal reasons, so whoever reads this may know from which standpoint I'm coming from. Especially for the two CCPs that I specifically highlighted, I think it has lots to do with how important public transit is for you when you play C:S. For me, as i said, it is one of THE main things I enjoy building, so the Train Stations and Vehicles are indeed pretty essential for me. But someone who puts significantly less emphasis on transit, they might well be just two "normal" CCPs without any special importance over the others. It's similar with for example Green Cities from the main DLCs. I enjoy detailing the aesthetics of my cities a lot, so the variety and creativity that this pack enables I do value quite a lot, which is why i ranked it high on my list. For someone who cares much less about the aesthetics of their cities and much more about gameplay and functionality, the ranking might be vastly different.
@OviD11111
@OviD11111 2 года назад
what further complicates this are the 2 CCPs that add much better transit stations and much better public transit vehicles. I can see why they are not up against the other DLCs, but I still think they are important enough to be mentioned. Great video Phil, I agree with your new ranking and I'll make sure to mention this to my friends!

Yeah. I agree. The 1st dlc i ended up getting was industries, and sunset harbor. At the time I knew nothing really about them, but getting the Industries was the best 👌 move I could have made. It totally reinvigorated my motivation to play, added a lot of depth and pretty much solved my income issue in any city. After getting that dlc, it's real easy to get income to pretty much unlimited status really easy. Getting a 4k pop city to 15k a week makes expanding the city np. I used to struggle with that prior to haveing that expansion. I have all the expansions now and I can agree 👍 with this list. Park life and industries in every build no matter what.

Just got this game a little over a week ago and your videos are the main ones I've seen, that don't have an over the top voice 😅, that do a great job explaining and breaking stuff down. I did one city based on how I used to play SimCity back in the day and got 20k pop. no cheats. It functions but it's all over the place. Have made 4 or so maps, unlimited money this time, since tweaking stuff using your advice with each one. I already had Green Cities and immediately just purchased Park Life and Industries watching this... Which means a new map😅. Keep up the good work man.

I have a love/hate relationship with DLC in any game. If it's good, I feel like it should have just been in the base game, and I get annoyed and refuse to buy it. If it's crappy, I get annoyed and refuse to buy it. So I guess it's kind of just a hate relationship with DLC.

Love this channel!! Also, I do agree with this list. I was lucky enough to get the mayors edition for only 25 dollars on sale. And only had to buy sunset harbor, airports and campus. So I was lucky for that. But my favorite dlc is industries and park life because for industries, I love how you can just produce items, food etc. I’ve always wanted to be an truck driver, so that’s prolly why😂. But for parklife, it’s my favorite because it has everything you need for an city, every city needs. Also for campus, I love it because of the varsity sports. Except I wish I didn’t have to build my own parking lot, with the green cities dlc. But I really only use campus because of varsity sports. For green cities, I love the aesthetic features for this. Such as the low and high density, it would look better if the low density had grass, but I still like how the houses look like. After all, I really love the video. And on your other videos, I really love your laugh!! 😂

Thanks for putting this together! It's very helpful cause those DLCs are costly and I want to be sure about my choices (I have no DLC as for now and started using 81tiles thanks to you - thank you for that one as well). I was already sure I'd take Parklife, but you've convinced me to take After Dark (was looking for the bus lane roads) and Green Cities (you had been harsh on it first time around so I was on the fence about it). That and Sunset Harbor: if trolleybuses in game are roughly the same as trams, I'l feel even less bad to leave Snowfall alone, and those inland water treatment plants, I really need. Kinda hate it feels so necessary because it's such a weird DLC and it's main feature doesn't feel that great, but that'll make an intro for Industries I guess (which I stayed on the fence about) You've also convinced me out of Mass Transit - for now. I must say I'm surprised it ended up below Natural Disasters though! Also quite surprised Airports didn't make it higher, but upon hearing you review ad recollecting the amount of time you spent on those taxiways (?) it makes sense. And Campus is higher than I thought you would have placed it. It's fun to hear you about it!

Great video, interesting take on the dlcs. I think about which I was excited to buy and didn't wait to get on special. Campus was probably one I waited on most, with industries, natural disasters, parklife, mass transit been ones purchased straight up. As you said disasters is fun if you like to destroy city in various ways but that does get old fast. Parklife I enjoy but I very rarely make all the parks. I feel that the theme park could be its own dlc expanded and given more flexibility. I fully agree with the farming critique. I come from farming family and the level of employment required and traffic generated in the game is not in anyway realistic. Also like to have other options for the animal farming not just the intensive feed lot farming, not saying it doesn't exist but there are other types. I have been waiting so long for citisklines to do something with beaches and coast. Keep up the great work. 👍
@disappointingmarbleraces9028
Thanks for this video! I want to get the New Player bundle for cities skylines (basically mass transit, industries and sunset harbour all in one package) because it’s now heavily discounted. however, buying after dark, natural disasters, airports and/or parklife in addition to the bundle would probably be a good choice as well.

Definitely agree with Parklife and Industries being two of the most important. After Dark is also quite essential, and I believe it's actually free on consoles. It certainly was on Playstation, at least. (I was surprised when I moved over to playing this game on PC and had to actually buy that DLC lol). Oddly, the PC version also has the (very small) Concerts DLC, which isn't available on console for some reason. As others have said though, the biggest issue with some of these DLCs is space. On a console you're restricted to only having 9 tiles to build on (and you can't even choose where the first one is). Industries can take up a whole square, Airports can take up a whole square, Campus can take up a whole square and you can easily take up a square with all the combined parks you build. Throw in a complex railway network and you might effectively have only 4 tiles to build 'the rest of the city' with. I really hope this gets addressed with any new DLCs. Just 3 extra tiles to build on would be a godsend! Even trying to reach resources for your industries can be a nightmare, because it might force you to pull your city in a direction you don't want it to go in.

@24:30 -- learned this hack from Biffa... Once you've painted a park or campus, you can paint your park and university districts pretty much anywhere you want on the map as long as they don't conflict with an industry DLC district. It may be tedious, but in vanilla you can use the paint feature to place assets from these DLCs pretty much anywhere you want.

I hate that you have to play a lot of Whack-A-Mole on Green Cities DLC lots to get a bunch of conjoined mini parking lots in one area... just to have a "realistically sized" parking lot in the vanilla game. Pro tip: use fences to make a checkerboard of zoned lots on half the target area, play W.A.M. till all the zoned plots have parking lots, delete the fences and zone the empty lots for parking lots, and then play another round of W.A.M.

A very good honest review of the DLC content packs to date. For me the joint bottom 2 are Natural Disasters and Snowfall. These are very niche products. What you've hi-lighted throughout the review is the random quality of each pack, this is all down to the unexpected runaway success of the game from launch day in March 2015. Cities Skylines went viral overnight and within days the fan mods and assets had overtaken the number of items on the SimCity workshop. The fan based wanted more from the devs who were caught like rabbits in the headlights. I don't think they had any strategic development plan for the game going forward and the initial releases were haphazard and knee jerk reactions to the community of fans. Most of the DLC were totally random- Mass Transit without any mass transit. The devs were persistent in retaining that cartoon style of the base game with nonsense like Blimps and don't get me started on that ridiculous chipper bird which was a pet project of the company director! Finally with Park Life and Industries we saw more cohesion and the improved mechanics and assets. The game certainly has its faults (which one doesn't) but overall it is the best city sim ever produced. The creativity the game has unleashed is quite staggering and it's played by small kids to ancients in their 60s like me. I was surprised to see new packs being advertised as I was certain we were nearing the end of the line for this iteration of the game and that CS2 would be appearing on the horizon soon. I still have money on that launch taking place in March 2025, the 10th anniversary of initial launch. Thanks for the honest common sense practical review.
