When civil right became to big to stifle, it was realized that small business owners would continue to be a bottleneck in securing political freedom for minorities. Large corporations are a different breed of business hierarchy. The bosses never have to interact with minorities,. To prove the point, Wilson , evidently the most inclined to down size the corporate world was an avowed racist.
