Actually Soviet Union won this war, It was game between Europe countries and soviet union about help when Germany turns agressive. Stalin estimated that if he does full invasion of Finland, while Europe countries wouldn't fight on side of Finland, Germany can start fight against soviet union without any interference of Europe countries using casus belli of Finland liberation. So while actual reasoning of war from soviet side was done (move Finland borders from Leningrad), more practical was to put end to this war ASAP. And, what about casualties, well, Mannerheim line was nothing to joke about and bruteforcing it was a really-really bad idea.
